Devolution, Democracy & Workers’ Rights
“That this Congress notes that the creation of the Scottish Parliament in 1999 was a historic achievement for the labour movement, won through decades of campaigning for democratic control and social justice, to which the STUC was central.
“Congress notes that devolution has delivered important gains for working people in Scotland, including on public services, progressive social policies, and the ability to shape distinct approaches to fair work, health, education, and local government.
“However, Congress further notes that:
- public confidence in devolved government has been damaged by years of austerity imposed by Westminster and by continued policy failures of the current Scottish Government;
- this has allowed right-wing parties to promote scepticism about devolution itself, portraying the Scottish Parliament as ineffective or unnecessary;
- many workers may have little knowledge of the history of devolution or the role played by trade unions in securing it;
- legitimate criticism of government performance is increasingly being used to undermine support for devolved democracy; and
- unions could benefit from accessible education resources setting out what devolution has achieved and what further radical possibilities it offers.
“Congress believes that:
- devolution remains a vital tool for Scotland’s working class;
- opposition to specific governments must not become opposition to the principle of devolved power; and
- the trade union movement must reclaim a positive, class-based narrative on devolution and its potential to strengthen workers’ rights and public services.
“Congress calls on the General Council to:
- develop a programme of education resources on the history and achievements of Scottish devolution;
- produce materials for activists explaining how devolved powers can be used to advance or strengthen union agendas;
- organise seminars exploring further progressive uses of devolved powers with affiliates;
- actively challenge anti-devolution narratives promoted by right-wing parties; and
- work with affiliates to share best practice on using devolved powers to improve the lives of working people.”
