Scrap the Integration Joint Boards (IJB)
“That this Congress notes the continual degradation of care services in the community since the introduction of IJB Boards by The Scottish Government in April 2016.
“Reviews, redesign, reduction, removal, and closure are the common phrases used at all IJB Board meetings.
“Care facilities such as resource centres / day centres for those with disabilities / learning difficulties / autism / dementia, have all been constantly targeted, all in the name of balancing the books.
“Within Scotland’s 14 health boards, there are 30 Health & Social Care Integration Partners and 1 joint monitoring committee in the Highlands.
“The Scottish Government keeps telling us there is no more money to spend on improving services and that they’re restricted because of Westminster budget. Yet affords multi layers of management on eye watering salaries.
“Congress notes for each of the 14 Scottish health boards they consist of three main roles: Chair, Non-Executive members and executive teams (for which numbers are unknown).
“Further each of the 30 IJB boards has a Chief Officer, Chief Finance Officer, and Chief Social Work officer.
“In addition are voting IJB members, which consists of a Chair and Vice Chair (interchangeable every 2 years between that particular health board and local councillors), Non-Executives of that health board, and elected members from the appropriate council.
“There are also numerous non- voting IJB members, some of which will not receive a salary for their role, including a care representative.
“Congress calls on the General Council to lobby the Scottish Government:
- for the abolition of the IJB boards;
- to return all social care services back into local authority control; and
- to ensure all local authorities are fully funded to provide care services.”
